The ruling All Progressives Congress (APC) State ASSEMBLY FORUM (ASAF) comprising of all elected and serving state assembly members under the APC platform in all the 36 states of the federation, as declare its full support for President Muhammadu Buhari on the full implementation of Executive Order 10 which grants full financial autonomy to State Legislatures and State Judiciaries, in line with sections 5 and 121 (3) of the 1999 constitution of the Federal Republic of Nigeria.
The forum in a statement signed by its Director general Fubara Dagogo said the president had while signing the order stated that its implementation across the states would make them independent and more accountable.
Fubara said there is no doubt that this step though long overdue, is a clear representation of the wishes and aspirations of majority of Nigerians who desire a government that works to deliver good governance to its teeming impoverished people, and is a true expression of the general desire for a restructured and functional system of government that ensures speedy development for the Nigerian people.
“We recall that the president’s action is in line with the recommendations of Presidential Implementation Committee for the implementation of financial autonomy for state legislatures and judiciaries, as well as other numerous committees such as the 2014 Confab and the APC Committee on True Federalism”
The forum note with concern the current court summons at the supreme court by the 36 state governors challenging the validity and legality of the Executive Order 10 and its implementation, citing section 5 and 81 (3) and item 21 (e) of the Third Schedule to the Nigerian Constitution of 1999. While the Supreme Courts has a constitutional jurisdiction over the dispute, we urge the both arms of government to quickly close ranks towards a complete resolution of the impasse for the greater interest of the citizens of our country who deservedly yearn for the dividends that comes with democracy.
Over the years the obvious emasculation of the state assemblies by the state executive arms of governments has served to reduce the state assemblies to the level of acute underperformance, for an arm of government that is otherwise a potent tool for speedy development and progressive governance. Needless to emphasize that the near zero capacity for oversight power on the executive arm by the state legislatures is antithetical to democratic practice as it negates the principle of separation of powers, a fundamental doctrine in every democracy.
He noted the unfortunate events of the last few weeks, that saw a protest anchored on genuine demands for an end to police brutality and general police reforms degenerate into violent demonstrations leading to massive destruction of lives and properties of public and private concerns, is but a loud expression of anger and frustrations from a people who has endured many years of bad governance, economic hardship and general trust deficit in governments at all levels.
This is therefore the time to put our people first and ahead of any other interest we may harbor, if we are to draw some useful lessons from the frightening occurrences that unfolded across the states of the federation. To be clear; the President’s determination to grant full financial autonomy to state legislatures and judiciaries, local government autonomy, improved teachers welfare, increase in national minimum wage etc, are major people oriented and very thoughtful initiatives that must be supported by all and sundry, especially every member of our great party the APC. We must carry through the change agenda of the party, which took us to power and swept out a malignant incumbent in a historic electoral win in 2015.
